Thanks for all the guesses (all were correct!!!)  Per Marquita, "The picture was in a Christmas Card we had evidently made for our parents in Sunday School, December 1946.  Yes, it is in front of Grace Methodist Church."   Those in the picture are: 

Front row:  Julia Hartman, Marquita Pontius, Julie Robbins, Judith Porter and Kenton Kraning.

Second row:  Jane Ellen Wesner, Fred Parker, Tommy Ireland, Billy Ball, and Judy Williams.

Third row:  Marcia Britton, Bill Crites, Jane Ann Major, Ann Armstrong and John Weil
